Yes, UMD's Libraries provide access to Consumer Reports in hard copy in McKeldin and online through the LexisNexis Academic database. LexisNexis only includes the text of the articles, however, and not the pictures.
At McKeldin, you will find the most recent issues arranged alphabetically by title with other publications in the Current Periodicals section on the 1st floor. Older issues are located on the 7th floor in the Periodical Stacks, under call number TX335.A1 C6.
If you would prefer online, go to LexisNexis Academic (if you are off-campus, you must log in with your directory ID and password). Then, enter Consumer Reports as the Source Title, plus a topic to search for within that publication, as shown in the screenshot below:
