Many government publications are available for free online from the Government Printing Office. Their FDsys database contains documents from 1793 to the present, including the document you need (available here). It is often better to navigate to the document than search for it, as the FDsys search function is not very robust. Another option is to search for the full title using Google or another large search engine. To narrow it down to just GPO documents, add the phrase "site:gpo.gov" to your search string.
