Hello,

Many government publications are available for free online from the Government Printing Office. Their FDsys database contains documents from 1793 to the present, an example is available here. If the FDsys search function is not getting you to your document, often the browse options can get you to the document as well.

Another option is to search for the full title using Google or another large search engine. To narrow it down to just GPO documents, add the phrase "site:gpo.gov" to your search string.
