The libraries do not have Maptitude software license but University of Maryland has an educational license for Esri's ArcGIS mapping software. More information about licensing and mapping support please contact the GIS Librarian.
For free open source mapping desktop software you may want to look at QGIS: https://www.qgis.org/en/
