Hello,

The place to look is DRUM: Digital Repository at the University of Maryland. DRUM provides digital repository services for the University of Maryland.

Currently, there are three types of materials in our DRUM collections: faculty deposited documents, a Library managed collection of UM doctoral dissertations, and a collection of technical reports. The digital version of this dissertation should be available on our digital repository when your nephew's work is submitted by the Graduate School.

Currently, the Graduate School deposits all theses and dissertations from a given semester after the official graduation date. This means that there may be up to a 4 month delay in the appearance of a given thesis/dissertation in DRUM.You may continue to check for his work and others @ http://drum.lib.umd.edu/.
