We have 1982 - 1991 on microfilm, AN41.641.G3 G31, in the Maryland Room in Hornbake Library.
 
The Gazette papers, which were part of Jeff Bezos' purchase of THE WASHINGTON POST, ceased publication in 2015.  There were at least 10 variant editions published in Montgomery County - Gaithersburg, Rockville, Germantown, Olney, etc.. 
The Montgomery County Historical Society does have a collection of GAZETTE material, including digital photos that appeared in its various editions from 2000-2007 - https://montgomeryhistory.pastperfectonline.com/archive/6D71EAEE-8B73-4897-8DE1-820218681130
 
Go to that organization's WAYBACK MACHINE at web.archive.org and enter the url http://www.gazette.net  From there you'll see all the years available. There's no guarantee that the specific articles you seek will be available, as past experience shows that this collection is not comprehensive.  It's the best we currently have though.
