Hello,

Unfortunately the guidance you received about requesting via ILL was not very clear.  Contactually ILL offices are only able to place requests for their own patrons.  This is the reason that the CLR librarian was not able to place the request for you.  Yes, any university or college library would have the knowledge to place the request, but we do not have the legal permission to do so without violating contracts. 

If you are not currently affiliated with a university library, then you would need to find a another library to place the request for you.  Many public libraries in Maryland will give you a card online as long as you are a MD resident.  Not all of them have the staff time to place these requests. If you can find one who does, please provide them with the OCLC record number, which should be listed in the catalog entry. If the public library staff need help navigating the request process, I am happy to assist them!  You might try Enoch Pratt in Baltimore, they place ILL requests on behalf of many MD county libraries. 

If you are not in MD, then go to your local public library and ask them who places ILL request for them and how they accept requests from patrons. The OCLC record number will help them too.
